Sheriff Rochelle Bilal Announces Reorganization and Modernization Plan


The Philadelphia Sheriff’s Office is taking significant steps to modernize operations and improve service delivery through a comprehensive organizational reorganization announced by Sheriff Rochelle Bilal.

Following an extensive review of internal operations, the plan focuses on strengthening efficiency, transparency, accountability, and customer service across the agency, particularly within the Real Estate Division, which oversees sheriff sales, deed processing, and related property transactions.

A key component of the modernization effort is the development of a public-facing Deed Tracker System. Once implemented, the new technology will allow sheriff sale purchasers to monitor the status of their deeds throughout the recording process, providing greater transparency and easier access to information.

“The Philadelphia Sheriff’s Office continues to evolve to meet the needs of the public we serve,” said Sheriff Bilal. “This reorganization represents our commitment to operational excellence, accountability, and ensuring residents have greater access to information and services.”

The reorganization includes several leadership and staffing enhancements. A new Undersheriff will oversee daily operations and strategic initiatives, while a Project Manager will coordinate operational improvements and interdepartmental projects. The Office is also creating a Compliance Attorney position to provide legal oversight of civil process operations, real estate matters, policy compliance, and risk management.

Additional improvements within the Real Estate Division include expanded employee training, enhanced performance tracking measures, increased staffing resources, improved communication with purchasers, and streamlined operational procedures designed to reduce delays and increase efficiency.

To further support these efforts, the Sheriff’s Office will add new Sheriff Sale Technician positions focused on deed processing, customer service, records management, and real estate operations.

Sheriff Bilal said the changes represent an investment in people, technology, and processes that will strengthen the agency’s ability to serve Philadelphia residents while building a more efficient and accountable organization for the future.
